Reading Administration Thought Through Econoiıc History: An Evaluation Within The Framework Of Public Administration Disciplıne Discussions
Abstract
The phenomenon of administration, whose main object is the social structure, is affected by the changes occurring in society because it has a clear systemic structure. Public administration is considered to have emerged as a discipline at the end of the 19th century, and instead of its inseparable relationship with economics, its main area of debate is shaped by the administration-politics distinction. While the dominance of the state in the economic field since the 1930s has made public administration an undisputed discipline, discussions on the fact that it has evolved into a structure whose main field of study has gradually disappeared with the influence of neoliberalism since the 1980s have been extending to the present day. The aim of this study is to put forward a different perspective by bringing a new dimension to the public administration disciplinary debates, which are generally shaped on the politics-administration dichotomy in the literature, with an economics-centred approachStarting from the period when Public Administration emerged as a scientific field of endeavour, the relationship of studies and ideas with economics and the position it has taken and changed according to the crises of the economic system have been analysed by using content analysis method through literature review. As a result of the analyses, it was clearly seen that the most important issue affecting the development of the discipline of public administration, which was compressed into the politics-administration dichotomy, was its relationship with economics. Because with the change in economic structure and thought, a new state structure emerged, and thus the foundations of the discipline of public administration in the modern sense were laid. In addition, public administration has been directly affected both theoretically and practically by the changes and crises experienced by the economic system in the historical process. All these findings reveal that the discipline of public administration should draw attention to its relationship with economics.
