Reading Administration Thought Through Econoiıc History: An Evaluation Within The Framework Of Public Administration Disciplıne Discussions

The phenomenon of administration, whose main object is the social structure, is affected by the changes occurring in society because it has a clear systemic structure. Public administration is considered to have emerged as a discipline at the end of the 19th century, and instead of its inseparable relationship with economics, its main area of debate is shaped by the administration-politics distinction. While the dominance of the state in the economic field since the 1930s has made public administration an undisputed discipline, discussions on the fact that it has evolved into a structure whose main field of study has gradually disappeared with the influence of neoliberalism since the 1980s have been extending to the present day. The aim of this study is to put forward a different perspective by bringing a new dimension to the public administration disciplinary debates, which are generally shaped on the politics-administration dichotomy in the literature, with an economics-centred approachStarting from the period when Public Administration emerged as a scientific field of endeavour, the relationship of studies and ideas with economics and the position it has taken and changed according to the crises of the economic system have been analysed by using content analysis method through literature review. As a result of the analyses, it was clearly seen that the most important issue affecting the development of the discipline of public administration, which was compressed into the politics-administration dichotomy, was its relationship with economics. Because with the change in economic structure and thought, a new state structure emerged, and thus the foundations of the discipline of public administration in the modern sense were laid. In addition, public administration has been directly affected both theoretically and practically by the changes and crises experienced by the economic system in the historical process. All these findings reveal that the discipline of public administration should draw attention to its relationship with economics.

Temel nesnesi toplumsal yapı olan yönetim olgusu, açık bir sistemsel yapıya sahip olması nedeniyle toplumda meydana gelen değişimlerden etkilenmektedir. Bir disiplin olarak 19. yy'ın sonlarında ortaya çıktığı kabul edilen kamu yönetiminin iktisat ile olan ayrılmaz ilişkisi yerine temel tartışma alanının yönetim-siyaset ayrımı üzerinden şekillendiği görülmektedir. 1930’lu yıllardan itibaren devletin iktisadi alana hâkim olması kamu yönetimini de tartışmasız bir disiplin haline getirirken 1980’lerden itibaren neoliberalizmin etkisiyle temel inceleme alanı gittikçe kaybolan bir yapıya evrildiğine dair tartışmalar günümüze kadar uzanmaktadır. Çalışmanın amacı, alanyazında genel olarak siyaset-yönetim dikotomisi üzerine şekillenen kamu yönetimi disiplin tartışmalarına iktisat merkezli bir yaklaşımla yeni bir boyut kazandırarak farklı bir bakış açısı ortaya koymaktır. Kamu Yönetiminin bilimsel bir uğraşı alanı olarak ortaya çıktığı dönemden başlayarak günümüze kadar yapılan çalışmalar ve fikirlerin iktisatla olan ilişkisi ve iktisadi sistemin krizlerine göre aldığı ve değiştirdiği konumu literatür taraması vasıtasıyla içerik analizi yöntemi kullanılarak incelenmiştir. Analizler sonucunda; siyaset-yönetim dikotomisine sıkıştırılan kamu yönetimi disiplininin gelişmesini etkileyen en önemli konunun iktisatla olan ilişkisi olduğu açıkça görülmüştür. Zira iktisadi yapı ve düşüncenin değişimiyle birlikte yeni bir devlet yapılanması ortaya çıkmış, dolayısıyla modern anlamda kamu yönetimi disiplininin de temelleri atılmıştır. Ayrıca tarihsel süreç içerisinde iktisadi sistemin yaşadığı değişim ve krizlerden kamu yönetimi hem teorik hem de pratik açıdan doğrudan etkilenmiştir. Bütün bu bulgular kamu yönetimi disiplininin esas olarak iktisatla olan ilişkisine dikkat çekmesi gereğini ortaya koymaktadır.
