Öz
İklim değişikliğinin çözülebilir bir kamu politikası sorunu olarak formüle edilmesi, çağımızda siyasetçileri ve bilim adamlarını zorlayan kamu politikası alanlarından birini teşkil etmektedir. Bu çalışmada iklim değişikliğinin bir kamu politikası sorunu olarak tanımlanması, çerçevelenmesi, yapılandırılması, seçilmesi ve çözülmesi ile ilgili sorunlar inşacı bir yaklaşımla analiz edilmekte ve çözülebilir bir politika sorunu üretim süreci olarak iklim değişikliğinin yerel bir sorun olarak tanımlanması tartışılmaktadır.

Öz
Formulation of climate change as a solvable public policy problem is one of the daunting task in the field of public policy for scientists and politicians in our era. Adopting a constructivist approach, this study analyses the problems in finding, framing, structuring, preferring and defining climate change as a public policy problem. Then, the study discusses the problem processing of climate change as a solvable local policy problem.
