SÜREÇ ODAKLI PROJE PLANLAMA: BİR UYGULAMA

Kuruluşlar değişen koşullara uyum sağlamak için belirledikleri hedefler doğrultusunda projeler oluşturarak planlar yaparlar. Proje hedeflerine nasıl ulaşılacağı planlama aşamasında tanımlanır. Planlama; kapsam planlama, çizelge oluşturma, takım oluşturma, maliyet planlama, risk planlama ve kalite planlama evrelerinden oluşur. Ayrıca hem kuruluşlar hem onların gerçekleştirdikleri projeler süreçlerden oluşur. Faaliyetlerden oluşan süreçler belirli zaman ve maliyet çerçevesinde projelendirilebilir. Bu kavramsal çerçevede süreç odaklı proje planlama açıklanarak, Dokuz Eylül Üniversitesi İktisadi ve İdari Bilimler Fakültesi eğitim süreci faaliyetlerinin yıllık temelde proje planı oluşturulmuştur. Fakülte çalışanları ile görüşmeler yapılarak faaliyetler listelendirilmiştir. Belirlenen faaliyetler hakkında ayrıntılı bilgi için çalışanlara anket uygulanmıştır. Bilgisayar ortamında belirli programlar kullanılarak, anketlerden elde edilen bilgiler ile oluşturulan faaliyet şeması çerçevesinde süreçler belirlenerek, yıllık eğitim proje planı ve süreç akış şemaları oluşturulmuştur. Bu çalışmada oluşturulan ve süreç akış şemalarının kullanıcıları fakülte personelidir. Bu şekilde fakülte faaliyetlerinin etkin, verimli ve zamanında gerçekleştirilmesini sağlayacak yapı oluşturulmuştur.Süreç Odaklı Proje Planı yapılırken kullanılan programlar; Microsoft Excel, Microsoft Project, WBS Chart Pro

Companies form projects and plan according to their objectives for providing accordance with changing conditions. In planning phase ıt is defined that how is reached project objectives. Planning includes scope planning, scheduling, team building, cost planning, and risk planning, quality planning. Also, companies and their achieving projects are occured processes. Processes which are occured activities can be projected constraint on certain time, cost and scope. In this conceptual frame, process based project planning is explained, education process activities of Dokuz Eylül University Faculty of Economics and Administrative Sciences’s project plan is established based on annual. Activities are listed according to faculty personnel interviews. Questionnares are completed with faculty personnel for detail information about which are listed activities. According to information gathering from questionnares activity diagram is establised and processes are defined after a while annually education project plan and process flow chart are designed by using specific program in computer enviroment Project plan and process flow charts which are designed in this study can be used by faculty personnel. In this way, project structure is built for achieving the activities of faculty effective, efficent and at the schedule time. The programs that are used while designing Process Based Project Planning are Microsoft Excel, Microsoft Project, WBS Chart Pro.
