Sağlık Finansmanında Sürdürülebilirlik: Türkiye’de Yayımlanan Doktora Tezleri Üzerine Bir Değerlendirme
Öz
Sağlık hizmetlerinin finansmanı, sürdürülebilir bir yapıya kavuşturulması gereken kritik alanlardan biri olup, sağlık sistemlerinin uzun vadeli etkinliğini doğrudan etkilemektedir. Bu çalışmada, sağlık finansmanında sürdürülebilirlik kavramının Türkiye’de akademik düzeyde nasıl ele alındığını incelemek amacıyla sağlık ve finans temalarını bir arada işleyen doktora tezleri içerik analizi yöntemiyle değerlendirilmiştir. Araştırma kapsamında, Yükseköğretim Kurulu (YÖK) Ulusal Tez Merkezi veri tabanında yapılan tarama sonucunda belirlenen 16 doktora tezi incelenmiştir. Verilerin sistematik bir şekilde analiz edilmesi için MAXQDA 2020 paket programı kullanılmış olup, tezler üniversiteler, iller, yıl, bölüm sayısı ve literatür yoğunluğu olmak üzere beş temel kod başlığı altında değerlendirilmiştir. Bulgular, sürdürülebilir sağlık finansmanı konusunun doktora düzeyinde ele alındığını, ancak akademik yazında henüz sınırlı bir yer kapladığını göstermektedir. Tezlerde sağlık finansmanının farklı yönleri incelenmiş olsa da, sürdürülebilirlik perspektifinin detaylı bir çerçevede ele alınmadığı tespit edilmiştir. Bu bağlamda, sürdürülebilir sağlık finansmanına yönelik akademik ilginin artırılması ve konuya disiplinlerarası bir yaklaşım getirilmesi gerektiği öne çıkmaktadır. Çalışma, Türkiye’de sağlık finansmanında sürdürülebilirlik olgusunun akademik araştırmalardaki mevcut durumunu ortaya koyarak, gelecekte yapılacak çalışmalara yön verecek önemli bir zemin sunmaktadır.

Öz
The financing of health services is one of the critical areas that should be provided with a sustainable structure and directly affects the long-term effectiveness of health systems. In this study, in order to examine how the concept of sustainability in health financing is handled at the academic level in Turkey, doctoral theses that deal with the themes of health and finance together were evaluated by content analysis method. Within the scope of the research, 16 doctoral theses identified as a result of the search in the National Thesis Centre database of the Council of Higher Education (YÖK) were examined. MAXQDA 2020 package programme was used to systematically analyse the data, and the theses were evaluated under five main code headings: universities, provinces, year, number of departments and literature density. The findings show that the topic of sustainable health financing is addressed at the doctoral level, but has yet to occupy a limited place in the academic literature. Although different aspects of health financing have been analysed in theses, it has been determined that the sustainability perspective has not been addressed in a detailed framework. In this context, it comes to the fore that academic interest in sustainable health financing should be increased and an interdisciplinary approach should be brought to the subject. The study presents the current status of sustainability in health financing in academic research in Turkey and provides an important basis for future studies.
