The Reviewer Evaluation Process

All articles published in the Journal of Public Administration and Policy (KAYPOD) are peer-reviewed, and all studies submitted for publication go through the following process
Initial Check

The studies submitted through the DergiPark system for publication to the journal and for which the similarity report is appropriate are subject to preliminary control by the Secretary and the Editorial Board. The studies that are not in accordance with the article template, the copyright form and the author's information form are not uploaded to the system during the preliminary check, are not included in the scope of the journal. Studies that have deficiencies in their information, do not comply with the ethical principles and publication policy are returned to the author. At the pre-check stage, the articles are pre-read. If this stage is considered appropriate, the author may be asked for a number of changes. Articles that do not meet the necessary requirements at the pre-check stage will not be taken to the evaluation stage.

Evaluation
In the Journal of Public Administration and Policy (KAYPOD), a double-blind peer review system is applied in which the names of the reviewers and authors are kept secret. The studies that have passed the preliminary control stage are sent to at least two reviewers determined by the Editorial Board. The number of reviewers can be increased by the Editorial Board if necessary. Reviewers are selected from the pool of reviewers taking into account the subject of study and their areas of expertise.
Reviewers evaluate the studies sent to them for review taking into account the issues of originality, method, contribution to the literature, presentation of findings, support of results and use of previous research. Reviewers may accept or reject the article; they may request major/minor correction. Reviewers may request more than one correction for a study. In order for the article to pass the evaluation stage, at least two reviewers must express a positive opinion. If one of the reviewer evaluations is positive and the other is negative, the study is sent to a third reviewer. The author or authors should complete the corrections requested by the reviewers within 30 (thirty) days and upload them to the system. The processes of articles that are not submitted within the correction period and are not deemed appropriate by the Editorial Board after the correction are terminated.


The Final Stage of Control and Publication
During the evaluation process, the studies that have been positively reviewed by the reviewers are subjected to final reading. At this stage, minor changes from the author or authors (figure edits, etc.) may be requested. The final evaluation of the articles is made by the Editorial Board. The articles accepted for publication are taken into publication order.


The issues that are requested to be evaluated by our reviewers in the evaluation form are as follows:
-The relevance of the study to the Journal of Public Administration and Policy as a subject
- The harmony between the title of the article and the content
- The adequacy of the abstract and keywords of the article and their compatibility with the content
- The level of disclosure of the purpose, scope and importance of the article
- Adequacy of the theoretical framework of the article
- Suitability of the research method used in the article for the purpose
- Proficiency of the academic language and expression used in the article
- The level of access to basic resources in the article
- The level of compliance with academic ethical rules in the article
- Regularity of the article's editing and content flow
- Originality of the article and its contribution to science
- Compatibility of the final part of the article with the content
- Adequacy of the results and recommendations reached in the article
- Compliance of the article with the rules of writing

The Journal of Public Administration and Policy is an internationally indexed, peer-reviewed journal periodically and electronically published  in March, July and November.
