Investigation of Crowding Out and Crowding In Effects of Government Expenditures in Turkey
Abstract
Government expenditures affect the economic development with directly and through crowding in or crowding
out of the private sector. Different results have been reached by texts produced on Turkey and other countries
related with public expenditures that crowd in or crowd out private investments. At the same time these
studies show variety in respect to inquiring period, econometric approaches and characteristic of expenditures.
Investigation of crowding out and crowding in effects of the government expenditures on private investment
has been important in terms of direction of development policies for our country. In the mentioned direction this
paper studies existence of crowding out and crowding in effects of public expenditures on private investments.
For this purpose existence of relation of private investments with government expenditures has been studied
through ARDL bound test for the Turkish economy in the period 1985Q4-2016Q2. According to results of our
study, we can say that government expenditures crowd out private investments in point of both long run and
short run relations.
