SOSYAL KONUT VE KONUT SEKTÖRÜNE DEVLET MÜDAHALESİ: AVRUPA ÜLKELERİ VE TÜRKİYE

Abstract

II. Dünya Savaşı sonrasında devletin konut piyasasına müdahaleleri önemli hale gelmeye başlamıştır. Bununla birlikte özellikle 1980 ve 1990’lı yıllardan itibaren devletin kullandığı müdahale araç ve biçimlerde önemli bir değişim yaşanmaktadır. Refah devletleri konut politikalarında piyasa ilkelerini geliştirici düzenlemeler yapmaya başlamıştır. Çalışma genel olarak konut piyasasında devletin rolü ve Avrupa ülkelerindeki gelişimi ve Türkiye’nin durumunu ortaya koymayı amaçlamaktadır. Bunun için öncelikle konut piyasasına devlet müdahalesinin gerekçeleri ve araçları tartışılmakta, arkasından Avrupa ülkelerinde devlet müdahalesinin gelişimi değerlendirilmektedir. Son olarak Türkiye’de devletin konut sektöründeki rolü ve konut politikaları incelenmektedir.

Abstract

Governments became much more active in the housing area after World War II. Nevertheless, as from 1980s and 1990s, it has been an important changing in the rationale for and mechanisms by which government involvement on housing. Welfare state in various countries have introduced or reinforced market priciples in their housing systems. This paper aims to explain the role and intervention of government in housing sector, the development of housing policies in European countries, and Turkey’s position on this matter. For this reason, the paper firstly discusses government intervention on housing sector and government’s means for intervention, and later, examines developing of government intervention in European countries. Lastly, it inquires housing policies and government’s role on housing sector in Turkey.
