Türkiye’de Yönetimden Yönetişime Geçiş: Yüksek Çevre Kurulu Örneği

Abstract

Yönetişim,1990’lı yıllarda kamu yönetimi literatürüne girmiştir. Bu yıllardan sonra yönetişim, çeşitli bilimsel yayınlara konu olmuştur. Klasik kamu yönetimi örgütlenmesi dışında görülen üst kurullar (bağımsız idari otorite) ve bölge kalkınma ajanslarını bir tarafa koyarsak kamu yönetiminde örgütlenme bazında yönetimden yönetişime geçişin söz konusu olup olmadığı bu çalışmanın temel sorusudur. Bu çalışmayla amaçlanan, Türkiye’de kamu yönetiminde yönetimden yönetişime geçiş olup olmadığını Yüksek Çevre Kurulu (YÇK) örneğinde aktörler üzerinden ortaya koymaktır.

From Government to Governance Transition in Turkey: The Supreme Environment Committee Sample

Abstract

Governance, has entered into public administration literature in the 1990s. After these years, governance has been the subject of various scientific publications. Improving literature on governance in public administration has brought into question about the applicability of governance to public administration. Independent regulatory agencies and regional development agencies have been considered as another concept in the classic public administration organization. In this context, the subject of this study is the transformation of government to governance in public administration. To accomplish this goal, the Supreme Environment Committee has examined in terms of actors.
