Yerel Kamu Hizmeti Sunumunda “Yeniden Belediyeleştirme (Remunicipalisation)”: OECD Ülkeleri ve Türkiye’den Uygulama Örnekleri

Öz

Küreselleşme sürecine bağlı olarak değişim rüzgârlarının bir yansıması sayılan reformlar, ülkeler için giderek kaçınılmaz bir hale gelmektedir. Küresel rekabet ortamı; yalnızca firmaları etkilememiş, yerel yönetimleri de etkisi altına alarak iktisadi, siyasi ve sosyal bir boyut kazanmıştır. Değişimin sınırları artık sadece bölgesel düzey ile sınırlı kalmamış; aynı zamanda kentlere kadar genişlemiştir. Bu gelişmelere bağlı olarak, yerel yönetimlerin hizmet sunumunda, bazı kamu hizmetlerinin kalitesini artırmak için özelleştirme çalışmaları yapılmıştır. Ancak bu durum, her zaman kamu yararına olumlu sonuçlar doğurmamıştır. Özel teşebbüslerin kamu hizmet sunumlarındaki bir takım hatalarının, hizmetlerin sürekliliğini ve niteliğini sekteye uğratması ve vatandaşların bu konudaki tepkileri belediyeleri etkileyerek kamu hizmet sunumunun biçimini değiştirmiştir. Yerel yönetimler böylesi sorunların önüne geçebilmek için tekrar inisiyatif sahibi olmuş ve özel teşebbüsler tarafından gördürülen bazı yerel kamu hizmetlerinin tekrar belediyeler tarafından karşılanması anlamına gelen “yeniden belediyeleştirme” anlayışı gündeme gelmiştir. Yeni nesil belediyecilik olarak da nitelenen bu düşünce, yaygın olarak OECD ülkelerinde uygulanmaktadır. Bu çalışmanın amacı, bazı OECD ülkelerinde kullanılmaya başlayan yerel kamu hizmetlerinde yeniden belediyeleştirme uygulamalarını incelemektir. Bu kapsamda çalışmada, konuyla ilgili literatür taraması yapılmış ve belli başlı OECD ülkelerindeki yeniden belediyeleştirme uygulamaları bazı örnekler üzerinden ele alınmıştır. Ayrıca çalışmada OECD ülkelerinin yeniden belediyeleştirme anlayışı günümüz belediyeleri açısından değerlendirilmiş ve Türkiye’deki yeniden belediyeleştirme yaklaşımı niteliğinde olan uygulamalar irdelenmiştir.

“Remunicipalisation” in Public Service Delivery: Application Examples From OECD Countries and Turkey

Öz

The reforms which are regarded as a reflection of the winds of change depending on the globalization process, are becoming increasingly inevitable for countries. Global competition environment; it did not merely affect firms, but affected local administrations and gained an economic, political and social dimension. The borders of change are no longer limited to regional level; at the same time, it expanded to cities. Depending on this developments, in local governments services derivery, it’s made privatization of some public services to improve. Still, the situation has not always produced positive results for the public interest. It has changed the form of public service delivery by thefailure of private enterprises to make certain mistakes in public service delivery, the continuity and quality of services, and the reaction of citizens in this matter to municipalities. The Local Governments have had a unique initiative to cope with such problems and some of the local public services that are seen by private enterprises are met by municipalities the "remunicipalisation" comprehension has come to the agenda. This idea, also referred to as the new generation municipalism, is widely applied in some OECD countries. The purpose of this study is to examine the remunicipalisation movements in local public services that are being used in some OECD countries. In this context, the relevant literature review was conducted and remunicipalisation experiences in underlying OECD countries were discussed. What’s more, the remunicipalisation understanding of OECD countries has been evaluated in terms of currently remunicipalisation and re-qualification applications with the remunicipalization approach in Turkey were examined.
