ULUSLARARASI YÜKSEK DENETİM KURUMLARININ AİLE İÇİ ŞİDDETLE MÜCADELENİN YÖNETİLMESİ ODAKLI DENETİM UYGULAMALARI

Abstract

Aile içi şiddet, ailenin üzerinde inşa edilmesi gereken temel değerleri tahrip eden; aile üyelerinin ölümü, intihar etmesi, yaralanması, travma yaşaması, istismar edilmesi, ihmal edilmesi gibi ciddi sonuçlar doğurabilen sosyal bir olgudur. Kamu yönetimlerinde aile içi şiddetle mücadele edilmemesi, kamuya duyulan güvenin zedelenmesi, kamuda işgücü kaybı, verimsizlik artışı, kamu harcamalarında artış ve kamu gelirlerinde azalış gibi etkilere yol açabilmektedir. Bu çalışmada kamu yönetimlerinde aile içi şiddetle mücadelenin yönetilmesinde dış denetim kurumu olarak yüksek denetim kurumlarının rol ve sorumluluklarının olup olmadığı, uluslararası uygulama örneklerinden hareketle bu rol ve sorumlulukların nasıl yerine getirildiği üzerinde durulacaktır. Bu nedenle çalışmanın amacı, yüksek denetim kurumlarının aile içi şiddet gibi sosyal bir problemle ilgili olarak kamu yönetimlerinde gerçekleştirdiği denetim uygulamaları ve bunların işaret ettikleri iyi yönetim esasları hakkında farkındalık kazandırmaktır. Çalışmanın sonunda kamuda mali disiplinin korunması ve gözetilmesinde kilit konuma sahip olan yüksek denetim kurumlarının denetim görüş ve tavsiyeleriyle kamu yönetimlerinde aile içi şiddetle mücadelenin etkin şekilde yönetilmesinde önemli bir işlev üstlendikleri anlaşılmaktadır.
